Impact of the transformation of science and technology policies on knowledge creation and knowledge utilisation in R&D organisations

The transformation of the knowledge creation and knowledge utilisation in R&D organisations is closely related to the key changes of science and technology (S&T) policies. The policy is the product of compromise or tradeoff between policy cultures at different levels in the S&T policy system. The national S&T policy will affect the institutions in each country in terms of the forms of scientific and technological organisations in general and the mode of S&T knowledge generation in particular. The examination of the S&T policy formation from an approach of policy culture - interaction among policy actors in an effort to create a consensus - will provide a new perspective on the dynamics of S&T policy. This paper examines the changes in the mode of S&T knowledge generation and utilisation in R&D institutions under the impact of S&T policy over the past four decades.
