The Fourth Industrial Revolution has been not only bringing the life-changing social construction through the creation of intelligent applications [1] but also posing challenges in the review of conceptual systems and theories in current policy and management research activities. One of the powerful impacts of this Revolution is the creation of digital-based organization and management methods for science and technology resources. This is the cause of changes in the nature of social relations in the scientific community. From applying the theory of social mobility in sociology, the paper focuses on analyzing the challenges in managing high quality science and technology human resources as well as examining this conceptual system and the management policies adapting to the context of the Fourth Industrial Revolution today.
