Impacts of policy on autonomy onto science and technology activities in universities

Abstract

Based on the study of legal documents regulating the autonomy in public science and technology organizations and public service delivery agencies (including universities), the article presents the impacts (positive, negative) of these regulations onto the science and technology activities in universities. At the same time, the paper also proposed a number of measures to improve the autonomy of science and technology activities in universities.
