Restructuring land management authority: An urgent requirement from the two-tier governance model

Abstract

In the contemporary era, land resources constitute the fundamental spatial bedrock for the architecture of global supply chains and logistics ecosystems. The seamless operation of such networks is inextricably linked to the transparency and fluidity of the land legal corridor. This article interrogates the ramifications of abolishing the district administrative tier and transitioning to a dual-tier local governance model, effective 1 July 2025, to elucidate the jurisdictional misalignments embedded within the Land Law 2024. Decree No. 151/2025/ND-CP and Decree No. 226/2025/ND-CP represent preliminary, provisional conduits for delineating grassroots administration. However, through a specialised disciplinary lens and in alignment with the logistics pedagogical mandate at Ba Ria - Vung Tau University, these regulatory impediments continue to disrupt systemic synchronisation. Consequently, a comprehensive overhaul of the Land Law 2024 to institutionalise the decentralisation of authority emerges as a categorical imperative. Refining this institutional architecture serves not only as a strategic catalyst to unlock sustainable logistics infrastructure but also bolsters the scientific discourse informing logistics curricula across higher education institutions in Vietnam.
