Abstract

Amidst rapid digital transformation and the complex geopolitical dynamics in the East Sea, the communication of sea and island sovereignty is confronting non-traditional challenges that require a fundamental renovation of methods and capabilities. This study evaluates the current status of competencies and the training needs of reporters and editors in guiding public opinion and protecting ideological foundations. Through sociological surveys and empirical data analysis, the findings indicate a significant gap in current professional development. Although the political awareness of the press corps is high, their digital proficiency and access to specialized training programs are limited. Accordingly, the study proposes a competency-based training framework that integrates international legal knowledge (UNCLOS 1982), critical thinking, and data journalism skills. Furthermore, the research recommends policy solutions to build a shared digital data ecosystem, contributing to the standardization and enhanced efficiency of national sovereignty communication in the information age.
