This study assesses the implementation of sustainable poverty reduction policies in a commune-level administrative unit following administrative consolidation in Northwest Vietnam, using Nghia Do commune in Lao Cai province as a case study. Drawing on secondary data and a survey of 27 local officials and 90 policy beneficiary households, the study reveals that the commune’s multidimensional poverty rate declined from 7.27% in 2023 to 3.53% in 2025, while policies supporting basic social services, livelihoods, employment, and living conditions have contributed to improving the welfare of poor households. However, policy implementation is constrained by limited resources, some support measures that do not adequately address actual needs, and insufficient capacity among local officials. To enhance the effectiveness of poverty reduction policy implementation in Northwest Vietnam, the study recommends strengthening the review and classification of poor households, improving planning, innovating communication activities, mobilising and integrating resources, prioritising livelihood, credit, and employment support, and reinforcing monitoring of policy implementation.
