The right of access to information: from theory to reality in Vietnam

Abstract

Based on the analysis of the international treaties and conventions, and the regulatory documents on the right of access to information, the article refers to a number of contents such as the theoretical basis for the right of access to information; the mechanism to ensure the right to receive information; the mechanism to ensure the right to seek the government agencies’ information in Vietnam; the complaint and handling of the violations; the evaluation on the mechanism to ensure the right of access to information in Vietnam. From the systematisation of relevant regulatory documents, the article also makes the proposals of Law on Access to Information under the spirit of the Constitution of 2013.
