This study examines the factors affecting workers’ commute mode choice in the central business district (CBD) of Ho Chi Minh city (HCMC). The study uses 172 valid survey responses, combined with field observations of the public passenger transport system, particularly bus services and supporting facilities. The analytical framework draws on the theory of planned behavior, the technology acceptance model, and the travel mode choice cycle. The data were assessed using Cronbach’s alpha, exploratory factor analysis, and binary logistic regression. The results show that the attractiveness of private vehicles is the strongest factor increasing the likelihood of choosing private transport; simultaneously, higher income and being male are also positively associated with this likelihood. In contrast, awareness of environmental and traffic conditions, together with satisfaction with bus service quality, reduces this likelihood. The findings suggest that urban transport transition policies in HCMC combine restrictions on private vehicle use with enhancing the competitiveness of public transport by improving bus service quality, accessibility, convenience, and the reliability of travel information.
