Reforming doctoral training models in science, technology and innovation management in Vietnam towards international standards

Abstract

The article analyzes the theoretical foundations, international experiences, and the current state of doctoral education in the field of science, technology and innovation management in Vietnam, thereby proposing a doctoral training model aligned with international standards. The study compares four typical cases (the United States, Europe, Japan, and South Korea) across four dimensions: institutions and policies, competency frameworks, program models and structures, and quality assurance and accreditation. The results indicate that these countries emphasize linking doctoral training with national development strategies, standardizing competency frameworks, internationalizing training models, and applying transparent and accountable quality assurance mechanisms. For Vietnam, key directions include establishing interdisciplinary doctoral schools/institutes, standardizing learning outcomes in line with international benchmarks, expanding joint supervision and joint/double degree mechanisms, and adopting ESG and AUN-QA for quality assurance. Policy recommendations focus on improving institutional frameworks, ensuring sustainable financial resources, strengthening tripartite collaboration (universities - research institutes - enterprises), and promoting substantive internationalization, thereby contributing to the development of a highly qualified workforce capable of meeting the requirements of development and integration.
